We track Development Applications in and around Sandgate that raise significant planning and zoning concerns, particularly those that exceed zoned limits or would materially change the character of the area.

A Development Application (DA) is a formal request to Brisbane City Council for permission to build, change or use land in a particular way. Queensland uses performance-based planning, which means a proposal doesn’t have to match the zoning rules line-for-line: if the applicant can argue it still meets the ‘overall intent’ of the code, Council can approve it - which is how buildings end up with more storeys than the zoning allows.

DAs are assessed in one of two ways, and the difference matters for the community. Code assessable applications are judged by Council against the relevant codes only; the public is not notified and has no right to object or appeal. Impact assessable applications must be publicly notified, anyone can lodge a properly-made submission, and submitters gain the right to appeal the decision in the Planning and Environment Court.
